BZA member Pete Estes suggested that the board take the aspects of Russell's application one at a time. “He already had a permit for the campground so there should be no problem with that.” Estes added.

He suggested having the new permit stipulate compliance with the zoning or- 1 dinance as well as with ! provisions of Russell’s earlier permit. Estes proposed that the county engineer check the site to make sure the BZA’s conditions are adhered to.
