According to rec authority member Diane Bruce, a grant application for the project was first submitted when federal money was available under the Carter administration. But when the Reagan administration took over, a freeze was put on all federal funds allocated to the states for recreation. When the money was freed, COR found that its budget had been cut by 30 percent. Rec authority members were sure at that point that their Rappahannock County Park wouldn’t be funded, believing that all the state’s money had already been designated to projects submitted earlier than their application, Bruce said. But the money hadn’t been committed and their request was helped by the fact that none of the counties in this planning district had ever received a COR grant, she added.
