The SWCB’s end Health Department’s objections centered primarily on problems involved with building a mount disposal system in a flood plain where high waters would prevent “satsifactory operation” 10 to 20 percent of the time by the engineers’ own estimates, Wilson told the the WSA. "It’s not practical and it’s contrary to sewer regulations if it’s not operational at high water times,” he said.
