The victims of crime in Rappahannock County need — and deserve — the assistance that a Victim-Witness Program can give them in dealing with the psychological, physical and financial effects of their victimization.
Next Monday, the county supervisors will be asked to include $4,000 in the 1983-84 budget for Rappahannock’s share of a program to be administered jointly with Fauquier County. In Fauquier, supporters of Victim-Witness will be asking their supervisors for $12,000.
The money is being requested to pay the salary of one full-time person who will organize, coordinate and direct the dual effort.
Circuit Court Judges Carlton Penn, Shore Robertson and Thomas Home endorse Victim-Witness. Judge Home points with pride to his part in establishing Loudoun County’s Victim-Witness program, the pilot in the state. It was Home who brought the federal money back to Leesburg to set up the program and it was Home who went with director Irene Wodell to Loudoun’s Board of Supervisors to ask for local funding.
Juvenile and Domestic Relations Judge Burke Hertz supports VictimWitness as does General District Court Judge John Alexander.
Rappahannock’s Commonwealth’s Attorney Douglas Baumgardner wants to see Victim-Witness come to this county and has volunteered the space and resources of his office for it.
Probation officer Dean Hahn believes Victim-Witness is needed here. The Virginia General Assembly has decreed that beginning July 1, a victim impact staement will be part of the pre-sentence report that judges will consider in establishing punishment for crimes. Hahn says his office does not have the staff or the time to handle this new requirement. Somebody has to do it. He sees a VictimWitness coordinator as the logical person to be responsible for this important component of the criminal justice system.
