Government is a system of checks and balances. Over the past 12 years, H.B. Wood has played a key role in achieving the balance that marks Rappahannock County’s government.
Wood has been the leader in the county’s fiscal conservatism. We haven’t always agreed with his positions, particularly in the area of .expenditures for education. But H.B. always made his views known. He spoke up for what he believed in and he never hedged. Those who disagreed then at least knew what they were up against and could work to change the mind of the man from Stonewall-Hawthorne. Sometimes their arguments were successful;
