people who will be deciding to grant the exceptions to the subdivision ordinance are the same people who will vote to amend it. There’s nothing clandestine about it. . .1 don’t know where Mr. Konick gets his buddybuddy system from. He’s been around here long enough to know I don’t operate that way.”
Mr. Miller said that he had discussed the proposed amendments with plannner Dick McNear. “My impression is that he’s not opposed; that he thought it would be okay.”
However, Mr. Miller did concede that the supervisors should hold an advertised public hearing before acting on an application for an exception to the subdivision ordinance. And as to the second proposed amendment, he asked for “more time to think.”
When he read the proposed amendment on exceptions, Commissioner Werner Krebser said, “Unusual jumped right into my face. . .If someone is pregnant or someone has a cold, is that unusual?” Adopting the proposed amendment “could lead to a certain amount of unfairness. . .We’d be leaving ourselves open to some awful problems,” Dr. Krebser said. The ordinance should include criteria for granting an exception to subdivision requirements he maintained.
“Do we have to vote on this tonight?” asked Commissioner David Fannon, also asking for more time. “This came as a surprise to me.”
“If the Planning Commission wants to think about it,” the supervisors can delay a vote on the proposed amendments, Mr. Miller said.
"We should think about it. . .maybe try to rew'ord it,” agreed Commissioner John Clark.
The vote was unanimous to request the supervisors to delay their decision on the proposed amendments to give the Planning Commission time for further study and a recommendation.
In other action, the commissioners:
.• Directed John McCarthy to draft a new' subdivision ordinance for them to review, as requested by the Board of Supervisors.
• Voted unanimously to recommend that the Board of Zoning Appeals grant special use permits for a bed and breakfast business on Route 617 and a woodworking shop near Amissville.
