at landfill
“If you were going for heart surgery, you’d get a second opinion. Maybe it’s time to get a second opinion here” on the feasi-, bility of developing the Stover tract as a landfill, suggested Larry Silverman, environmental consultant to the Jackson District Citizens Committee.
In a politely worded “we-told-you-so” delivered at Monday’s board meeting, Mr. Silverman reminded the supervisors that the engineer retained by the Citizens Committee had maintained all along that geotechnical work for the 99-acre landfill site was inadequate. That opinion was proven by the recent discovery of rock at the site, he contended.
Last month, as excavation of the landfill began, a rock ridge which had gone undetected in the geotechnical studies was uncovered in the initial trench area. According to the county’s consulting engineer Leonard Joyce, redesign incorporating a back berm plus leveling the top of the rock ridge and using that space for refuse disposal would provide capacity at least equal to and possible exceeding the original design of phase I.
