Faced with a problem in defining where and what would qualify as a family settlement, the Board of Supervisors decided Monday to drop a proposal for an overlay zone which would have allowed limited small-lot development in agricultural areas around existing clusters of residences belonging to “kinfolk.”
“Well-nigh impossible,” said County Administrator John McCarthy, describing the task of finding an “unambiguous definition of qualifying land while not allowing any possibility of expansion of boundaries or rezonings of adjacent properties.
“My principal difficulty lies in spelling out the web of family relationships which would qualify an area for classification as a settlement zone,” Mr. McCarthy advised the board. “I am unable to figure out an equitable, even-handed way to apply this throughout Rappahannock
