Given the design of Rappahannock Lakes and the size and configuration of its lots, it is entirely possible that installation of a drain field on one small lot could make a well for a residence on the lot next door unusable.

And, as Mr. McCarthy has explained previously, until September when the Health Department begins .issuing permits for wells, it is the septic field, for which permits are crurrently granted, which would have priority, even if the well was there first.

For these obvious considerations of public health and safety, Mi McCarthy said, Rappahannock Lakes should continue to be served by a public water system. “As far as I’m concerned, it is. It’s just a question of who has the responsibility to upgrade and maintain that system,” he said, adding that the resolution of this question lies between Dr. Williams and the homeowners of Rappahannock Lakes.
