Their proposal notes that Piedmont Trash has made “tentative contracts” for the purchase and lease of necessary equipment and that while the equipment operator “has not been pre-selected,” preliminary negotiations have begun and a resume and qualifications for that operator will be provided in the competitive negotiation process. The cover letter for the proposal also acknowledges that Piedmont Trash has not had “extensive experience in waste hauling operations or in the operation of a sanitary landfill.” But Mr. Baumgardner maintains that “the local character of our firm, the local employment opportunities generated by contracting with our firm, and the demonstrated managerial competence of our personnel outweigh such factors.”
