“But most of the family subdivisions in Rappahannock are being done by people moving into the county and taking advantage of that exception,” as was the case with the buyers of the sister lot who deprived Mrs. Doares of her family transfer option, he said. “The person who comes in and subdivides land is the person who scares me ... If you want to give Mrs. Doares her lot, find some other way. This is potentially very destructive to Rappahannock County . . . There’s a tremendous number of sister parcels that would be eligible,” Mr. Miller said, estimating that “hundreds, even thousands” of lots would be generated by the new exception.
