In the two years since plans were developed for making the courthouse — and the meetings of county and town government — accessible to handicapped people, building standards have changed, and the outside elevator that was okay then no longer meets federal regulations, County Administrator John McCarthy told the supervisors on Monday.
“The changes in the ANSI Code make what we had proposed illegal. . .Now an outside elevator must be enclosed in a full metal jacket,” Mr. McCarthy said, adding this will put the cost of the elevator — exclusive of other building modifications — at $75,000, well over the $30,000 budgeted for the project.
But in the good news category, the two-year delay in providing handicapped access has also seen the refinement of an electrically-powered chairlift which runs on two metal rails and won’t impinge on the stair width required by the state fire code, Mr. McCarthy reported. “This the standard,” he said, noting that the rail system is what is used irv Charlottesville’s courthouses.
But the chairlift will also raise the cost of providing access above the $30,000 allocation in the 1988-89 budget, Mr. McCarthy said, estimating the rails with a necessary 90-degree turn will be about $25,000.
“I’d like to see us move on with this thing,” despite the shortfall, said Supervisor Charles Estes.
