For $7,333, Rappahannock County can have a one-third share in the services of a full-time professional planner under the terms of a proposal from the RappahannockRapidan Planning District Commission.
“Perhaps a county shared-andbudgeted PD 9 planner would make sound financial sense while affording our three PD 9 members who do not have a local planning staff with four months’ access to a professional planner," wrote executive director Richard Stroemple in a Nov. 29 memo to the county administrators for Rappahannock,, Orange and Madison. I
“Although FY ’89/’90 is seven months away, the time to plan and act is now to assure both an adequate local budget line item and securing a qualified planner.”
According to Mr. Stroemple's memo, the circuit rider’s salary and fringe benefits would be $22,000, with the cost — like the time — divided equally among the three jurisdictions. The planning district office in Culpeper would provide and house secretarial services as its “inkind” contribution, the executive director noted, with the counties to be billed individually for “project materials.”
