Mr. Estes is not seeking to divide his lot, Supervisor Nelson Lane pointed out. “You all had the same opportunity as Mr. Estes to remodel (an existing bam into a family apartment) or add on (an apartment unit to the existing dwelling on the small agriculturally-zoned lot). . .Changing that one little bit of the ordinance would change the whole county,” he said, adding that the board members and the county administrator had tried to find a way to satisfy the request from the Atkins family without changing the zoning ordinance’s limitations on family transfers.
“The small landowners don’t bring development to the county because they don’t own enough land,” Mrs. Berry insisted.
“We tried to purchase more land [to meet the minimum two-acre lot size for a family transfer] and we couldn’t get it,” Mrs. Wilson Atkins added.
“Mrs. Atkins, this is not a division of land I’m asking for,” Mr. Estes repeated. “I just want to convert an existing building into an apartment for my mother.”
