Piedmont District representative Charles Estes left the board table at Monday night’s public hearing as his fellow supervisors approved a special exception permit allowing him to construct housing in Sperrvville's flood plain.
The special exception application, which came with a unanimous endorsement from the Planning Commission, was originally submitted with a request for a special use permit from the Board of Zoning Appeals for multi-family housing.
The BZA denied that jiermit at its November meeting, finding that Mr. Estes’s proposal to convert an existing building separate from any other structures on his one-acre commercial village lot into an apartment for his mother did not qualify as multi-family housing.
The special exception permit is still necessary, however, as Mr. Estes will be applying for a family apartment next month concurrent with the Planning Commission’s recommendation to amend the zoning ordinance to provide for family apartments in commercial village
