For four months of the year, this full-time planner would do work for Rappahannock under the direct supervision of County Administrator John McCarthy, explained Col. E.P. Luke, Rappahannock’s citizen representative on the Planning District Commission and the former chairman of that regional body.
He maintained the service is needed here. “Our Planning Commission doesn’t have a planner,” he told the supervisors at Monday’s meeting, adding, “The Planning Commission isn’t doing much planning in the sense that I view planning."
To Supervisor Ellis Bingham’s contention that the commission’s members are “experienced planners,” Col. Luke replied, “The Planning Commission didn’t plan on the landfill. The Planning Commission didn’t plan on the Sperryville sewer. The Planning Commission didn’t plan on moving the county library to Dean Morehouse’s property. And they’re not planning for the improvements to the town’s water system. . . I don’t know of any planning done by the Planning Commission.”
