He used this year as an example for both.
“We had these Mexicans who promised to come here to pick apples from our five orchards. When they got to the last orchard, they didn’t show up Friday to collect their pay, and they didn’t show up to work the whole next week either. Then that Friday, they came for their pay. I told my son to tell them there’d be no money until they picked the last orchard. We had a contract with them to pick that orchard. . .Course, we were just bluffing. We had to pay them for the work they’d done, contract or not. But they didn’t know that so they picked Saturday and Sunday and got the job finished.”
Without that threat, he believes the apples on the trees of the last orchard would have been left to rot. And even with the threat, the hardest was brought in at more than a 60 percent increase in cost. Just a year or so ago, Mr. Foster said, migrant workers received 40 cents a bushel to pick. “W'e paid 65 cents a bushel to get them this year. ”
Then there’s the cost of housing.
