The profits generated by the operation of the state’s ABC stores, and from the state’s per liter wine tax, are distributed to counties and towns across the Commonwealth on a per capita basis. Two-thirds go to localities, and the remaining onethird goes to the state’s general fund. The state and localities share 88 percent of the wine tax, while the ABC Department keeps the remaining 12 percent for operating revenue.
ABC Board Chairman Jay Cochran Jr. reported total profits for the department during fiscal 1987-88 were more than $33 million.
