To the editor:
The main piece of legislation introduced in the General Assembly by Delegate Page Higginbotham, (R, 30th) was a law against urinating in public. As he introduced it, it would have required law enforcement officials to arrest and prosecute many farmers, hunters, fishermen and others who spend all day in the open. (And can you see a state policeman arresting a threeyear old child beside his parents’ car on the shoulder of a highway?) It is not good to have a law on the books if it is not to be enforced.
Fortunately, the House of Delegates rewrote Page’s law and saved us from the worst of it. As passed, the law permits any town in Virginia to forbid urination in public if its citizens agree in a referendum.
This is another case of Delegate Higginbotham taking action in the House of Delegates without thinking through its effects.
