CONSULTANT

The County of Rappahannock County, Virginia is requesting proposals from qualified firms to assist the County with the preparation of an area plan for a small General Commercialuse zone to serve as the focal point of such activity within Rappahannock County.

The County needs the assistance of a consultant to prepare a needs assess ment for such development, architectural and site design standards, zoning and subdivision ordinance amendments, necessary public improvements, proposed street alignments, and related matters.

This study may be used as the basis for an amendment to the Comprehensive Plan, for amendments to the Zoning Ordinance, for evaluating proposed rezonings, as well as for additions and/or deletions from the Capital Improvements Plan.

PROPOSAL EVALUATION |

All proposals will be evaluated on evidence of understanding of the work to be completed, the objectives to be achieved, and the capabilities of the proposed staff to be dedicated to the effort. All respondents shall submit information pertaining to the followingcriteria.

All respondents must submit proposals no later than 4:30 p.m., Friday, February 9, 1990, at the Building, Zoning & Administration Office, Porter and Main Street, Washington, VA 22747 (or at P.O. Drawer 519), c/o Mr. John W. McCarthy, County Administrator. Late proposals shall not be considered. Mr. McCarthy will respond to questions and schedule pre-bid meetings as needed: please reach him at (703) 675-3342. Proposals from qualified and responsible firms will be ranked by a Selection Committee on the above criteria, and interviews will be held by the Committee with the top two (2) ranking firm's, if necessary. The Committee will negotiate a fee with the firm that ranks the highest. If a suitably agreeable fee cannot be finalized with the highest ranking firm, negotiation will be held with the firm with the next highest rank^he

County of Rappahannock

reserves the right to reject any and all proposals received as a result of this RFP. The County is not liable for any cost incurred by firms submitting proposals or for any cost incurred prior to the issuance of a contract. Proposals not submitted in the manner prescribed above will be rejected.
