Mr. Gooch said he questioned Mr. Wickens as to the source of his information, particularly since tax records are, by law, confidential, but was told it could not be divulged. “I want to send a message back,” he told the audience.
He said he told Mr. Wickens he had a few problems with his proposal. “If there is someone so mean spirited and vindictive that they would take the time to find out privileged information about me, they would tell someone. The story could not be contained. And my resignation would not meet any obligation I have to the Virginia tax system.”
He said that he went to see Mrs. Atkins the next morning, and filed a formal request with the state Department of Taxation for a written opinion on his tax status. “If there is any change, I want to know about it. If I have a tax to pay, I intend to do it.”
As for Mr. Wickens’ confidential source, Mr. Gooch continued, “They are not interested in me paying tax to the government. They are not interested in the integrity of the town government. They are interested in me not serving on the Town Council.
