which in the opinion of the state Attorney General may not be enacted by the town. He called the State Code’s treatment of the subject “swiss cheese.”
He suggested that in situations where town officials have conflicts brought by financial ties, “I ask for full disclosure of the financial relationship.”
Mr. Reynolds said that the State .Code provides two options: disclosure of a relationship while still participating in the decision in some circumstances, and disqualification in other situations.”
“The burden is on the public official to disclose,” Mr. Wickens argued. “If they do not, then they are subject to criminal penalties. No one wants to fall into that trap, and we need a mechanism to alert them.”
