CONSULTANT The County ot Rappahannock, Virginia, is requesting proposals from qualified firms to assist the County with the Rappahannock County Housing Rehabilitation Planning Project. The project is funded by a Virginia Department of Housing and Community Development Block Grant Planning Grant. The County needs the assistance of a consultant to prepare an existing housing condition assessment, proposed program design and preliminary cost estimates of houses identified as potential rehabilitation participants. This activity will include a recommended ranking of Village areas by greatest need first including a ranking by structure within each Village as well as the preparation of all aspects of a rehabilitation program's design. This study will then be used as the basis for an application for FY 1991 Virginia CDBG funds. This study is not intended to be a complete housing rehabilitation job writeup. PROPOSAL EVALUATION

All proposals will be evaluated on evidence of understanding of the work to be completed, the objectives to be achieved, and the capabilities of the proposed team. All respondents shall submit information pertaining to the following criteria.

availability of individuals

3. ) Time for completion

study and delivery of

report and recommendations.

Improvement grant applications.

All respondents must conform to the Federal Equal Employment Opportunity requirements and upon request supply documentation of compliance. Proposals shall be received no later than 4:30 p.m., Friday, February 9, 1990, at the Building, Zoning and Administration Office, Porter and Main Streets, Washington, VA, 22747 (or at P.O. Drawer 519), c/o Mr. John W. McCarthy, County Administrator. Late proposals shall not be considered.

Proposals from qualified and responsible firms will be ranked by a Selection Committee on the above criteria, and interviews will be held by the Committee with the top two (2) ranking firms. The Committee will negotiate a fee with the firm that ranks the highest following the interviews. If a suitably agreeable fee cannot be finalized with the highest ranking firm, negotiation will be held with the firm with the next highest ranking.

Proposals should be prepared simply and economically, providing a straight-forward, concise description of the firm's ability to meet the requirements of the RFP. Fancy bindings, colored displays, promotional material, etc., are not desired. Emphasis should be on clarity of content and completeness. Respondents are cautioned not to distribute proposals in any other fashion other than is prescribed in this RFP. REJECTION OF PROPOSALS
