Robert Darby of Woodville formally announced his candidacy for the Republican nomination for the 31st District House of Delegates seat at the county courthouse Tuesday at noon.
The 31st District includes all of Rappahannock and parts of Fauquier and Warren counties. Jerry Wood of Warrenton is the apparent nominee of the Democratic Party for the seat.
Mr. Darby said the issues he intends to emphasize are education and the state’s budget problems. He said the state’s budget was “balanced on a cash basis, but there are stiU considerable future derhands on taxpayers.”
Mr. Darby said to balance the last budget the state borrowed from the literary fund, which supports school construction, and changed how the state’s contribution to the retirement system is calculated by assuming the state could expect 8.3 * percent return on investment. Previously the state had calculated a 4 percent return on investments.
He said he still needed to do research on school funding, but he believes there are changes that could help schools that would not require legislative action.
“Why does Rappahannock have to have a middle school program when there is no middle school?” he asked. He said the state is requiring unneeded work from the schools in the form of reports and policy requirements.
Mr. Darby said he would seek a seat on the committee responsible for education if he is elected.
