Local libraries will face a loss of $10.3 million in state funding. Virginia Tech’s vaunted Cooperative Extension Service will lose $12 million. Grants to the arts will be severely restricted or eliminated altogether. The Commission on Local Government will be absorbed into the Department of Housing.
