The supervisors expressed concern that the cost of administering the program might equal the tax revenues it would generate.

Hampton District representative Mike Massie said he wouldn’t want to enact taxes that would hurt the business community, but the taxes would have to cover the cost of administering the program.

During the evening meeting the supervisors^also approved an ordinance to control vicious and destructive dogs. Several people spoke at the public hearing on the , new ordinance. Many of them esmplained about problems they have with uncontrolled dogs chasing livestock and bothering their own dogs. Some asked if the county couldn’t enact a leash law.

Mr. Gilkey noted that Rappahannock is a rural county and that the citizens would not support a leash law. Commonwealth’s Attorney Peter Luke said the county had had an ordinance in the past that could not be enforced because the enabling legislation had been changed. He said he received more complaints about dogs than any other county problem.

During the afternoon session the supervisors went into executive session to discuss acquiring real estate. Following the executive session they voted to authorize Mr. McCarthy and Mr. Luke “to proceed with site investigation of certain properties for future educational and waste transfer purposes and to spend an amount not to exceed $2,600 on such investigation.”

In other action the supervisors:

• Elected Hubert Gilkey as chairman, Charles K. “Pete” Estes as vice chairman, Mike .Massie as representative to the Planning Commission and Ellis Bingham as representative to Planning District 9.

• Voted to adopt the design by Stephen Wagner for the new county seal.
