About two dozen property owners turned out at the library Saturday morning to hear Robert Dennis, president of the Piedmont Environmental Council, discuss donating scenic easements.
Mr. Dennis started by saying, “I did not come to tell you how to kill the REC powerline,” He said the Virginia Outdoors Foundation, which is the state agency that normally receives the donations of scenic easements, “is not there to stop specific projects.”
