Otto Starks Sr.
i Otto Dethaniel Starks, Sr., died on July 8 at his home.
He was bom on July 21, 1935, in Washington the youngest son of the late Hugh and Maria Starks.
He resided with his wife in Washington, D.C. for 30 years before moving to his last residence at Brierwood Estates in Shallotte, N.C.
He is survived by his wife Andria Starks; one son, Otto Starks III of Washington, D.C.; a daughter, Pamela Starks of Los Angeles, Calif.; three sisters, Esther Whitehead and Irma Kohl, both of Washington, D.C. and Aurelia Fuller of Lawrence, S.C.; many other relatives and friends.
Mr. Starks served in the U.S. Army as a Military Policeman from 1958-1960. In 1959 he moved with his wife from New York City to Washington, D.C. where after completing his military service joined the D.C. Metropolitan Police Department from Nov. 1960-March 1967. His last occupation as a Deputy U.S. Marshal began in 1967 where he rose to the position of Chief Inspector with the Office of Special Assignments and achieved many distinguished service awards and admiration from his peers.
