The Plan made the rates of United interim for the year 1990 and subject ' to refund if United’s return on equity for that year should exceed 14 percent The SCC Staff has filed an Annual Informational Filing Report (“AIF Report”) indicating United’s return on equity for 1990 was 6.81 percent Any person desiring to comment upon United’s Motion to Make Rates ; Permanent for 1990 or to request a hearing thereon may do so by fifing ; such comments or requests for hearing with the Clerk of the Commission, ■ William J.
