County Administrator John McCarthy is “to submit to the Board a summary of the literature in the area of safety of land application of sludge, to assemble for review by board members copies of published materials on both sides of the issue, and to arrange for attendance at such hearing of experts in the area of land application of sludge as well as other disposal methods.”
In addition both proposals state that the ban “shall not apply to the otherwise lawful incineration of sludge or disposal of sludge in an approved sanitary landfill.”
When they were querried about the purpose of holding these hearings, board members said this would “clarify” the action they had taken last September in adopting the original ban as an amendment to the zoning ordinance. They also said they might adopt both ordinances, banning the land application of sludge as part of the zoning ordinance and under other provisions of state code.
