Counties want freedom to conduct their business in what they consider to be the most effective and efficient way.
• Counties can no longer cope with federal-and state-mandated programs that are unaccompanied by money.
• Counties need to be placed on equal footing with cities when it comes to imposing taxes and borrowing money.
More specifically, VACo has adopted a top priority, eight other priorities and several positions to fight for in 1995. 1
Top priority—State mandates:
VACo continues to support the state providing full funding to pay for mandates. VACo opposes any state mandates on local governments without sufficient funds to cover their cost. The state must provide funding for the actual costs of standards of quality, including mandated teacher pay increases:
