VACo supports authorizing local governments to determine minimum acreage requirements for land use value assessments for agricultural, horticultural, forestal and open space real estate. VACo also supports legislation giving localities the option of eliminating land use value taxation in commercial, industrial and planned residential zoning classifications.

Fringe benefit funding for constitutional officers:

The recent proposal from the state Compensation Board to eliminate fringe benefit reimbursement for local constitutional officers is another example of the state planning to shift funding responsibilities to local governments. VACo believes that the state must resotre $26.7 million of the Compensation Board’s budget to reinstate funding of fringe benefits, without making other reductions in the Compensation Board’s budget, In addition, in the 1994 General Assembly, legislation was passed to mandate a three percent increase in retirement benefits for constitutional officers and their
