Mr. Estes said the user agreement should only be for those ready to hook up and that if anyone signed it before that point, the authority could begin billing them for sewer use.
He said if the issue is not resolved by the next meeting he will introduce a motion to increase the hook-up fee to several thousand dollars. “It is not fair to current users to subsidize developers," he said.
