RICHMOND — More than $600 million in taxpayer services have been identified by the Allen administration for private sector takeover.
Road construction and maintenance by the Virginia Department of Transportation is the largest service area with a $500 million budget. Another $120 million may be available through a variety of departments with the prison agencies offering some of the richest contracts.
Robert W. Lauterberg, the state’s budget and planning director, said some services already are provided by businesses as part of the administration's continuing efforts at privatization, and plans are under way to transfer operation of other programs.
Other services going private include operation of college bookstores, a veterans' cemetery in Amelia County, the boot camp for juvenile 'offenders, sales of waterfowl stamps and car rentals.
Standards Posposed
The Virginia Commission of Family Violence Prevention is considering statewide standards for treatment of people who batter their spouses or other family members.
In cases of domestic violence the first question the judge often asks is whether drugs or alcohol were involved, said Laurie Olan, director of a family violence prevention program organization in Rockingham County.
If drugs or alcohol were involved, Ms. Olan said, many times the judge orders alcohol or drug abuse counseling that never occurs, and nothing else is done to hold that person accountable.
