Columbia's only sewage treatment plant, Blue Plains, which annually discharges an average of 12.9 million pounds of nitrogen to the Potomac River, recently applied BNR on a pilot project basis to half of its facility. Virginia, on the other hand, has 75 major publicly-owned sewage treatment plants, yet only six currently include nutrient removal and only three others have committed to install BNR by 2000.
As far as finances go, the publicly owned treatment plants in Maryland and the District receive a great deal of support for their technology upgrades.
