number of suggestions in the fields of education and the environment that would be costly if implemented, and state legislators, also keenly aware that they come up for election this year, have many dozens of other new programs whose cost taken as a whole would be astronomical if adopted.
But, by and large, the key money committees of the Senate and House of Delegates are controlled by fiscal conservatives who will keep a tight grip on the money spigot. To satisfy colleagues, they have to turn it up a notch or two in an election year with a "surplus" present, but they will approach their work in prudent manners.
The legislature will have 45 days to complete its work in this "short session" — the constitution actually says 30 days, but the extra 15 are always added. That leaves little time for anything approaching mature and thoughtful consideration of all the bills and resolutions introduced, as well as the budget, and sometimes the Assembly operates at a frenzied pace.
Even so, that isn't all bad when you compare its work to the glacial pace at which the Congress of the United States operates. It is kind of amazing to one who has viewed the operations .of both at close quarters
