For example, Texas, which has a terrible record for toxic discharges, ' * in 1998 reduced its toxic releases by more than any state in the ■ - union. Last year, George W. Bush put 136 old power plants under state regulation, from which they have been excused since 1971 by the Democratic controlled government.
