Other speakers—Karen Bear, Phil Irwin, Scott Handshy. Bob Lander, and Donna Lapre—were all in agreement with the sense, if not the substance, of RLEP’s position. Mr. Irwin expressed his ‘outrage that a judge can overturn the will of the people"—referring to the Virginia Supreme Court decision that overturned Amelia County’s sludge ban and so forced Rappahannock into developing an ordinance under which sludge could be accepted here. Mr. Lander, like Mr. Gannon, rejected the notion of an industryCounty sludge ordinance study committee, and said that the ordinance “should go forth."
The Planning Commissioners discussed the ordinance and its specific elements, as well as RLEP recommendations. Mr. Luke noted that the state regulation does include many of the restrictions proposed by RLEP and Commission members, and Mr. McCarthy suggested that the Planning Commission “not develop an ordinance more restrictive (than the State) because we’re not going to win” any court challenge.
