since then to continue their quest for new access, and in May County Administrator John McCarthy presented a proposed ordinance that woulcTprovide them with«ihe righfrRpRV build a new road through the 1 County's Flatwood property, but would require that they construct and maintain it at their own expense.
The Board did not act on the new ordinance in May and, at the behest of Chairman Pete Estes, decided at their regular June meeting that they would meet at the site to determine the usability of the old road. That meeting was conducted with the assistance of surveyor David Clark, who showed the Supervisors that a large portion of the old right-of-way was now indeed submerged, as the Freemans and Mr. Porter had contended.
The meeting reconvened in the Courthouse after the site visit, and Supervisors Bryant Lee, Roger Welch, and Ron Frazier all agreed that the old road was not usable and
