Wicker says easements in the county, and Virginia at large, are especially nice because they are free of charge to the donor. She explained that in many other states private agencies are in charge of easements so it is harder to find one interested in a particular property.
Furthermore, she said, unlike the VOF, these agencies do not receive state funding and so are able to charge fees averaging between $5,000 and $15,000.
With regard to sizes of easements, the smallest easementprotected property in Rappahannock is a one-half acre lot in the Town of Washington. But that easement is held by the Virginia Department of Historic Resources, in connection with the Town’s historic district and not by VOF.
If Rappahannock winds up with new village and “rural” historic districts in response to a recent historic survey, that may justify new small-tract easements accepted by both VOF and DHR.
