that any proposed tax increase by anyone is simply not going to make it successfully through the 2004 session of the legislature so long as Republicans maintain solid control of the House.

When I encountered one Republican delegate recently and asked him what he thought the fate of any proposed tax increase would be in the House, he simply answered “DOA.”
