Light also feels it's time for an additional easement program. "There’s a need to go beyond the current status quo of voluntary easement donations," Light said.
This new program would not only benefit land conservation in the county, Rifaat said, but recent research has shown land under a conservation easement results in more money for the county's schools by raising the local composite index.
"The local composite index as it affects our schools has become very important to us," she said.
Rappahannock would not be the first to start such a program. Light said these programs exist in other areas of Virginia such as Loudoun County and Virginia Beach The one most comparable to the county s own situation, Light said, is one recently formed in Clarke County which they have examined closely.
