"I am in favor of easements," he said. "The only thing I would like to see is if we could somehow fund it without tax dollars."
Using tax money to purchase such easements, he said, could have a Robin Hood affect. He was concerned that tax money would be drawn from all citizens including low income residents, and benefiting wealthier residents.
Light said however tax money would not necessarily be involved.
Another concern was how this program would affect voluntary easements. In the case of Clarke County, Light explained, there are income based criteria and individuals who exceed certain limits are not considered, thus making voluntary easements still optimal for certain individuals.
