As an example, if the Sperryville Historic District (now encompassing primarily buildings on Main Street and Water Street) were to be expanded to include old buildings along Route 211 west of Main Street, there would be a powerful incentive for owners or investors to renovate old buildings in the expanded district. If Flint Hill were to become a registered historic district, the same incentives would become available there.
A second way to revitalize our villages is to repopulate them. People give a community life. Empty buildings do not. The county has been successful in steering new residents to 25-plus acre estates in the countryside. The result has been a growing number of second homes, of increasing cost and grandeur, secluded down private country lanes.
These make wonderful private retreats; they do not make good communities.
