Kerry Lee Morgan, Kenneth Lee Armstrong and William Franklin Chandler, Jr. were each sentenced to 20 years in the penitentiary on charges of grand larceny by Circuit Court Judge Rayner W. Snead last Monday. The three pleaded guilty to breaking and entering the Amissville residences of Breeda and Charles Hitt and Nancy and Farrell Nicholas last April. Rural counties faced with development pressures are seeing increased interest'in farm land preservation programs as 1980 creeps closer - the year when all Virginia localities will go 100 percent fair market value assessment for real estate taxes.
