Quota Announced
USDA today announced proclamation of national wheat marketing quota of 1,292,000, 000 bushels and national allotment of 47.8 million acres for 1966 crop of wheat as required under present legislation, Proclamation must be issued before April 15, 1965, in absence of new legislation for 1966 crop year. Current law requires a marketing quota proclamation whenever wheat supplies are apt to be excessive without a quota. In making this determination, total supplies made up of a 1966 crop without quotas or other program, pips the carryover, would exceed utilization by 1,128,000, 000 bushels, which would be excessive. In absence of new legislation for 1966 crop, a referendum must be held before Aug. 1, 1965 to determine whether wheat farmers favor or oppose marketing quotas for 1966. The voluntary wheat program now in effect applies only to 1964 and 1965 crops of wheat. Congress now considering legislation to continue this program on voluntary modified basis. This would eliminate mandatory marketing quota provisions, and there would be no referendum.
Linder present law, the 47.8 million acre national allotment for 1966 crop is acreage needed to produce national marketing quota at 1,292,000, 000 bushels. The law also provides for a small farm acreage increase as for 1964 and 1965 crops. This would increase national allotment about 4 million acres for total national allotment of approximately 52 million acres.
