Dr. T. C. Powers, president of the Shenandoah Area Council, Boy Scouts of America, has announced two changes among personnel of the council’s professional staff. C. E. (Ned) France, Jr., District Scout Executive for the Shenrapawa District, which comprises Warren, Page, Shenandoah and Rappahannock Counties has resigned from the local staff to accept a promotion to the National Council in New Brunswick, N. J„ effective June 1. Succeeding France as Shenrapawa Executive will be Daniel A. Beard, a Salem College senior from Hagerstown, Md. France will assume the position of staff editor in the Editorial Service of the National Council, Boy Scouts of America. He has considerable experience in news work, advertising, and public relations.
France Has Varied Duties He became District Scout Executive in November, 1962, and has served Shenandoah Area Council as editor of the monthly bulletin, “The Trail Signs,” handled council publicity, and served as advisor to the committees on leadership training and public relations, in addition to his Shenrapawa District assignment. France has been active in civic affairs in Front Royal, where he resides with his wife, Dorothy, and 13-month old son, Edward Kirk, at 1119 Summit Street.
