with independent truck owners for the provision of about 325 privately-operated trucks to serve in ice control and snow removal operations, the owners to be paid separate rates for standby and active-duty service. About 240 motor graders are also being hired from private owners for use during storm conditions. The idea behind this buildup, says Maintenance Engineer J. M. Wray, Jr., is “to get to trouble spots immediately with sufficient equipment to prevent intolerable conditions from deve-loping’--especially on the Department’s some 850 miles of new and heavily traveled interstate and arterial highways. Of this total mileage, around 100 miles of interstate routes and some 75 miles of new parallel lanes in the arterial network will have been opened to traffic during the current year, making increased maintenance a necessity. Paradoxically, Wray believes the stepped-up servicewill prove an economy measure, costing the Department little, if any, more than slower operations with less equipment.
