There has been considerable concern, which 1 share, about the increased criminal activities and opportunity for organized crime if pari-mutuel betting is legalized in Virginia. The Virginia State Crime Commission made a study on this subject in 1973 and they pointed out a number of difficulties and the necessity for the strictest possible control and they also reported that Virginia does not have a state or local law enforcement agency which is capable of policing and controlling a major race track operation.
