The notification from the Compensation Board culminates the controversy between the Rappahannock Sheriffs Department and Commonwealth’s Attorney George Davis over what is and is not reimbursable mileage. Davis has maintained that the Sheriffs practices constitute patrolling and as such, must be paid for by the county, not reimbursed by the Compensation Board.
Audit Made
After repeated objections to the Compensation Board by Davis, a mileage audit was undertake^ by Z. L. Spence, acting for the Compensation Board. In his audit report, Spence stated that “Davis has complained that the Sheriff and his deputies have falsely reported mileage items for reimbursement by the Commonwealth. ’ ’
Spence found that, in most cases, the Sheriffs Department records agreed with information on the mileage forms. However, he noted in his report that no comparison could be made between mileage forms and charges for “policing.” In his report Spence said he asked Sheriff Buntin for the difference between patrolling and policing.
